Does anyone know what the card does?

Just played one, Governor succeeded. I do not see what it did.
Is it meant for them to fail maybe? So they can be relieved by the population instead of by you?

I think it is to replace him, if you hate him ... but he has to FAIL the referendum ...

I use it for that, if I want to exchange them between sectors or get rid of one ...
