"Leader Relation Issues" for not one of my Leaders

In Reports => Overviews => Urgent Issues, "Leader Relation issues" sections included two characters with the "low relation" warning. None of the two were in the list of my Personnel/Cabinet, so it was rather puzzling.

I've just noticed one of the is actualy the head of a Corporation that appears in the game. After that revelation, I've tried to look for but still can't identify who the other name refers to (checked "cults and sects" but there are no named leaders of those. also checked the various other regime leader names).

Some explanation/title would be helpful to indentify who this leader relation warning refers to...

The only other difference is these two characters who are not my personnel have an extra space before their name - which leads me to guess this is formatting issue (space between a title and the name - only there is no title).

I've checked, multiple times... Only after discovering one of them is actually a Corporation head I realized this section might refer to not one of my own leaders. Now cant figure out who the other one is.
