Administrative Strain that should not be there

My city (capital) has a 20% administrative strain penalty, yet has no active buildings outside of 6 hex range.

The remote buildings it has are:
* A metal mine, that was previously delegated to another city
* Conquered public assets (agri-domes, recycling sites) that were all set to be Closed multiple turns ago

I've even tried delegating the conquered public assets that are closed, but the 20% strain penalty is still there.

A lot of values are logged values from last turn strart resolution.

Yes, for several turns. Same issue.

It is because the delegated Asset was counted to the wrong Zone (huntsland instead of the other).
