transferring units form S-HQ transfers too much supply.

short explanation: transfering (replacement) units from the S-HQ to another unit or possibly battle group transfer a percentage of the whole stockpile of the S-HQ to the unit, possibly more than the units supply limit, resulting in any surplus disappearing on the next turn.

details: instead of creating a new unit of 5 light tanks I decided to create 5 tanks as replacement troops and transferring it to a gr unit of mobile shield i had lying around. immediately I noticed that my stockpile of ~1000 fuel had become 0. clicked the new unit i had transferred my tanks and sure enough its supply said 1000/500. i thought any surplus would come back next turn, but it didn't.
also half my foodstock had disappeared so i guess it transferred too much food too. don't know about ammo but i don't have much to begin with.

minor bug but it does make creating custom battle groups/unit either annoying or outright crippling.
