If there are hexes , which have no connection to any own city , they should change ownership ...
to the one , who has the most hexes around them ...

only if there are NO HEX OWNER UNITS on that

maybe changing ownership with 10% per turn


Also it should be able to trade a HEX through a card !

Agreed. Absolutely!

Not like the games Logistics or Warfare currently supports having Exclaves anyway.
