Fulfilled BP Asset Level demand with University? 1.03beta5

A vid screen at start of turn informs me that I've fulfilled the demand to raise bureaucratic assets level to a total of 5. My current total is 4 (high command level 2, 2x bureaucratic offices level 1).

The only building that completed this turn is a university level 1 building, but that is not supposed to count for purposes of this demand.
