Being non-commital on policy speech does not reduce Word Score. 1.03beta6

A Policy Speech has an option of not commiting to any outcome ("Stay vague. Do not commit.")
The tooltip claims this will cause a -5% Word Score reduction. It doesnt - my word score was 60 both before and after choosing this option.
