Cults and Sects effects - to Letterbox 1.03beta7

The effects of cults and sects (leaders joining, relation effects with my leaders) should appear in the Letterbox (just like Faction News are there currently), so I don't have to hunt this down (every turn) in the Cult and Sects section.

Also, a relation effect in that section is not reflected in the Leader relation detailed tooltip:

Same here - no actual effect on relation with the cult or the leader.

Also, the cult need a tooltip explaining the effects (positive/negative) of this cult, like there is for other cults.
