Minor worker strike - 0 militant workers? 1.03beta7

Minor worker strike event, confronting them with troops - the outcome window says there were 0 militant workers.

The event description is 5-20% of workers are about to strike, and the city has 1500 workers currently. Should be more than zero?

We are using the Technical Issues forum for bug Reports. This sounds more like a Bug Report then a sugestion.
