Militia Replacement Tanking Replacement Rate

My SHQ is consistently showing a low, near zero replacement rate, which pops up in urgent issues, the SHQ supply screen, et. The thing is, as far as I can tell the replacement rate is almost entirely due to militia units requesting replacements that they're never going to get because I've long ago transitioned to a regular army and none of my zones have any militancy whatsoever now. I COULD disband the militia, but they have their value in helping to suppress unrest or acting as a free-floating emergency garrison.

This isn't strictly a bug, but the militia screaming for reinforcements this way does mean that if I have REAL issues with replacement in my regular units, it won't get noticed in the white noise of militia whining about replacement. Would it be possible for militia replacement to either get ignored once militancy is gone, or for it to be tracked separately from regular replacement rates?
