Too much internal migration

I have about 12 zones now, each turn each of these would have 1000s emigrating and migrating, that seems a bit excessive for a post-apocalyptic world.

Also, why are my people emigrating to a backward neighbour rather than stay at my city with 100 happiness?

Maybe there is a worker/private worker shortage in the target city?

As for the scale, 1 Turn is about 2 earth months (30 Turns = 5 years). Is a thousand people moving between cities across roads in months really "excessive"?
