V1.03 b8 Defection out of the blue

So got a bit of an odd bug here. The attached pictures should tell the story, but essentially a very very happy and newly hired commander defected because of his issues with my approach to democracy. The thing is, he liked democracy and democracy was by far my ruling profile. Further examination showed that he quit because the Equality Party pressured him to do so due to faction unhappiness, but on examination the faction only cared about democracy and was over the moon with me. So SOMETHING seems to have gone wrong.

It was a really unlucky roll during the epoch "Decade of Fanaticism".

I am reducing the relation-modifier during this decade slightly so that Factions with really high relation will not do this anymore.
