Be Able to Give Awards to Director of Interior

The relationship with the Director of the Interior Council is very important, but if it deteriorates, I've found that you can't give them any rewards or medals like with other leaders, because these awards are given by the Director of the Interior but a leader can't play a stratagem on them selves.

Yes I also faced this issue, but early in the game without Interior Council when the Supreme Council Director couldn't pin a medal on his own chest (even though the flavor text says I do it).

Imo these Stratagems (medals, credit gift) should be possible to be done on everyone. If I tell someone who works for me: "you can have €200, go ahead and take it from the til", they're not going to be unhappy about it. They may be just as happy as someone who gets it from a different employee of mine.

zgrssd has a good solution already: either let the Secretary, Supreme Council Director or Interior Council Director do it. Default leader == default, if that's him/herself go to the fallback one.

I agree with this; Secretary is most likely.

Afaik the secretary suffers are -25 to every roll, he is not the first choice for. Wich is basically every roll, as the SCC Leader is the primary Fallback.
