AI does not use diplomacy

Tried several games and the AI never uses diplomacy. I know that there is the option to play with diplomacy off, but it kinda sucks that you dont have to worry about it.

Wich is bad because germany could try to influience Spain or sweden and it could develop into a nice diplomatic war. But like this you can win over all countries with diplomacy cause the AI does not respond.

Other than that its a great game.
