v1.03-b8 Demand for number of hexes "with recon" bug

Hi, this save was being played since release, applying beta patches as we go.
Now playing v1.03-beta 8 I received a demand to increase the number of hexes with recon, however it turns out spies do not count - however spy activity does increase recon on hexes.

Either the requirement is bugged, or the demand needs to be reworded. If it wants me to control more hexes, there is a different demand for that. This specifically asked for recon - I used many spies to increase recon already, but used more to achieve the goal - however the "current hexes with recon" never increased.

Its an order of execution glitch. Will fix for upcoming beta.

I just applied beta10, loaded the game and instantly it recognised I have 4400+ hexes with recon on, way above the 1100 target.
