"Population happiness bonus" tooltip info incorrect? 1.03b11

"Population happiness bonus" tooltip states it's only effective until happiness of "60-80 points".

A city with pop happiness of 94 (increased from 92) still receives happiness increase from this bonus.

Yeah the increase got really low, but should indeed have been zero.
Will be fixed next version.
