Sealed Road Discount

Sealed road construction should get an IP discount (I'd say 33%) when built over a dirt road as opposed to cutting new through wilderness. If you just look at a new road being built, the first step is to cut and grade a dirt road before they lay down the various layers of road surface onto it. Discount would reflect that this step is already done and being used.

I would say the same for Rails. It really helps already having a road along the line where you are placing rails.

The main effect would be, that cheap Dirt Roads would be used to "break ground" through mountains and other hard hexes, before you consider rail or sealed roads.

Yes and maybe a general discount as well now that Sealed roads are less worth it compared to dust roads.

yeah, In real life, Sealed roads are cheaper if they are constructed over dirt roads, because a lot of the work needed is to move, fill and excavate the terrain.

On the other hand, railroads need another requeriments, like less steep slopes, and a better support structure.
