OHQ troops

I'm not sure to understand correctly HQ troops.

It seems that replacement troops are sent from SHQ to other troops that requests them.
But why can you buy replacement troops to OHQ ?

I have an OHQ that have 500 troops, and unit under its control that needs those troops. But none of them are sent to demanding units.

The lower replacement button does not actually seem to work. I would guess it is there in case you want to prioritise some units for reinforcements? But if that is the intention, it does not work.

Replacement troops use the logistics capacity. And Replacement troops is the last things for the SHQ, before it starts looping back around. If none are deployed, you got a logistics bottleneck towards the needy troops.

OHQ doesn't distribute supplies or troops to the rest of the formation
