Ice mine on permafrost states 90% difficulty modifier

Hey Vic,

My Ice mine on permafrost states it gets a -90% difficulty modifier while the lvl is 9 (so no modifier should apply). The amount produced is calculated correctly, so it isn't added just mentioned wrongly.

I just checked a save game and it says the same thing. I imagine it is saying that because you are mining the source it is giving a negative modifier than if it was just surface water.

Will fix that message.. It was thinking it was an actual deposit underground and not snow/ice on the surface.
