Mystic Cult Recruitment penalty on Workers?

When hovering over the Worker Happiness in a city with the Mystic cult I get something like:
"+3% Recruitment penalty (now at 6%) because of Mystic Celebrations"

According to the text, they should affect Soldier and not worker Recruitment. There is also nothing about this penalty somehow "stacking up" to something way higher.

There is also no data on what the effctive Recruitment modifiers are between:
- Loyalty
- Recruitment Signup Bonus or Worker Happiness
- the 2 unlockable Enforcement Bonuses
- the Mystic Temple

Nor how they affect the whole process in the first place.

Goes down by 10% every round
Goes down by -1 every round on top of that

It is a straight reduction of your maximum recruitment number (which might be quite high).
