Strange Oil message

Oil Reorganisation Phase (this is the latest patch - Global War)

The Soviets receive a weird message about oil from other major powers or something [&:] I click on the message and this comes up.

I click on OK and it disappears....

No, idea about the message.

However, USSR has no disorganized units at the end of turn. So no need to use oil. So if you can just click past it we should be ok.

Yes that is what I've done. I don't think we'll know whether this message is a problem until the Soviets do have oil dependent units to reorganise....

I wish I'd noted the actual message but it wasn't the usual one about no oil dependent units and mentioned something about oil from other countries or something like that.

I am pretty sure that it was this message.

I find it a bit funny that this message appears when there are no Soviet units at all for the program to organize.
