I can't create depots

I can't create depots

I'm not seeing the Create Depot option available when I open a city tab. Is there a certain population or other requirement? Can only certain unit types create depots? Thanks for your help.

is it on a connected rail line (or a port)? is there any enemy ZoC on the hex? Have you just captured it this turn? Do you have enough admin pts?

Its most likel to be one of that set of reasons
