Unable to carry out a delibierate attack

Help please.

Why can't I carry out a deliberate attack? Rail is 2MP/hexes, ice 6 so river is frozen and nothing has moved in this turn. Either I'm missing something or a massive bug, probable the first.

Next turn two units with 14MP in blizzard/ice 7 cannot attack at all. However the following turn same units, 14MP, in blizzrd/ice 9 can carry out both types of attack as they can all though the winter until this turn. Weather through out the winter was blizzard/ice 10 conditions exception being last turn when it was mud/ice 9 when they can still attack.

All the tests were carried out at the start of the turn with 14/16MP.

I don't think this is me, but a bug and is possible something to do with the weather change?

in certain weather conditions rivers have an extreme MP cost to attack over especially major rivers....as to specifics I cant remember.

Your right I was missing something.

Deliberate attack(+6) + Major river (EZOC)(+5) + Ice 4-6 (EZOC) (+8) + weather (clear +0, Mud/Bliz +2, Snow (+1)) + Terrain (clear 1) = Total 24 MPs correct I think ao way to much it seems.

If the ice >8 and in blizard then only 16 MP.

I forgot ice completely and never check. Stupid boy.
