Low minor regime tradition values

I'm not sure if this is a bug, but it looked suspicious to me.
I saw a bunch of minor regimes with a tradition value of 0 in my last game. Why would a regime of religious fanatics have 0 tradition?
This did make it really easy to take them over through unification.
