I got this decision and its effects on the fist profile don't seem to make a lot of sense. Why would accepting a gift increase the Fist profile, which is associated with ruthlessness and warmongering? Why would rejecting a gift decrease it? Perhaps it was originally intended to affect the Mind profile, which is associated with being diplomatic and tolerating foreign cultures, instead.

Any increase to fist, will propably be swallowed by the increase to heart (wich supresses fist) anyway. So it is a net-improvement of heart most of the time.
It has something of them bribing you, so you do not kill them. They are basically so scared, they hope gifts will get you to look elsewhere for conquests.

Not sure about that fist decrease for rejection however.

With these kind of decisions part of the profile change depends on the highest profile of the major regime this decision deals with.

I guess it could be debated to what degree your profile would for example become more communist if you accept a gift from Joseph Stalin, but in any case it allows for some diversity in profile effects with these decision.
