This Task will provide you with Spy Stratagems that you can play on enemy
Zones. This is the way to gather intelligence far beyond your borders.

I know there is a report for this, but I keep failing at finding it when I need it.

Reports -> Organisations -> Secret Service: Look at what it says (Which card points are created).
Reports -> Overview -> Strategem Generation: Look at what card points are used to generate the Recruit Spy cards.

It is Spying Operations.

Active Field Operations is used for things like Support Faction.
Internal Security is used for things like Investigate Leader.
I don't know if Active Field Operations is used to support already infiltrated spies and if internal security makes it more difficult to infiltrate spies for enemies and kill enemy spies.
