Didn't see it in the editor manual or any obvious entry values in the editor (Locations tab)... Is there a way to set a specific political point cost for a specific unit to change commands?

If I remember correctly the political point cost of any ground unit is a function of the number and type of devices in the unit. Which is why you often get the advice of not allowing a restricted unit to be able to upgrade or take replacement before buying it out. It keeps the PP price lower.

But I've never seen a way in the editor to edit the political point costs of devices.

All LCU's have a base cost of 10 PP for a leader change. This will be modified by the exact cost of the chosen leaders PP value. Certain nationalities have a more common base cost, so by chosing a specific leader to start, you could theoretically adjust the cost to change within a range from 1-20. But it would hardly be precise because it would depend upon the starting leader and the replacement leader chosen.
