v1.04b6 Radioactivity Cleansing does not respect borders.

It doesn't respect zone borders, it doesn't respect national borders, and it doesn't respect national borders in the middle of an active war.

My radioactivity cleansing asset is cleaning radiation in a hostile, garrisoned city 11 hexes away while the city it is in is subject to a level 6 Radiation Hazard. It'd be one thing if it was cleaning its own zone and assets first and after running out it started cleaning in other zones, but nope, it's cleaning enemy territory while the city it's in is dying of radiation poisoning and flushing whatever manpower from my empire doesn't die from the radiation straight down the drain into Free Folk holdings.
