Germany - Minor Victory?

Germany held all of Russia. (the Russians only had forces left in Iraq) They also had all of Europe. That would seem like a pretty major victory to me.

France and Italy always win just because of how the VP are allocated. I am not sure if France will win if Germany invades after peace deal so they lose Vichy VP hex.

The only way to keep Italy from accumulating all those VP points is to send along a German unit to do the honors of capturing the VP hex in Greece and all those African and Middle East countries win Italy conquers them.
