Preventing merging for one country

In the editor, for one given country, is it possible to prevent two infantry divisions to merge into a small corps?

For div/SCorps/LCorps if it is available each can merge with each other.

Armies can always split regardless.

If you are only doing Divs and Small corps then set the larget corps to be 2x the size of divs and disable small corps.
