What to build?

Just picked the game up a couple days ago and fiddled around a bit. Very nice, clean and not bloated like some other games in the genre.

I played the 39 campaign until I thoroughly botched the invasion of France so started the 1940 campaign to get some practice. What I noticed was a huge difference between what the 1940 campaign starts with and what I had managed to build in the 8 months difference in start date.

How do you build the 1940 OOB in game?
