Ordinance Intensive(Final) Fire

Granted this refers to ASL, but Ordinance in TotH will be marked with a First Fire counter, but unable to Final Fire. We've noticed that it's, probably because the attending crew is marked with Final Fire, so...
- If Intensive Fire is not available in TotH, shouldn't the ordinance also be marked with Final Fire?
- If it is supposed to be available in TotH, then crew needs to be marked with FF which should allow Ordinance to Final Fire, albeit with Intensive Fire penalties.

There is no Intensive Fire in TotH but good thoughts on the marker. I'll add to my "For Peter" list [:)]
