Formation overview addition: up/down-grade options

This is a fairly straightforward idea: under the formation report, when you click on an operational or discovered OOB, under the Operational HQ and above the TOE, list this particular OOB's upgrade and downgrade options from among your discovered OOBs. It would be a small addition, but it would fit neatly into the existing UI and provide some useful (and reasonabe-to-expect) information to the user.
