1.04beta9 interior council

Interior council director can not be improved on relations since he gives the cards it says can't do it to self. I thought that got fixed? The only card I seem to be able to play is medal of merit and that can only be played once.
Favoritism is alive and well here.

All the bribery or payment cards to raise the support of the leader in question. As I said in first post.
