Bug or Feature

In a current game I am finding that Brit units cannot cross from conquered Persia into the territory of their active ally the USSR. All parties are at war with all of the axis. Yet I have seen play written up in AAR where USA units are on the ground in Russia. I am on the 06 version. Bug? My version? Upgraded feature? A toggle I lack the wit to find?

USSR and UK don't cooperate. USSR doesn't cooperate with anyone. That is part of the rules.
