Allied units operate over Russian railroads

It does not appear that other Allied land units can operate over Russian railroads, even if the unit is at or above 5 supply. Is this WAD?

Yes. It looks like it's working as designed according to the non-cooperative majors rule.

Thanks, I looked at the rules for land movement but didn't think to check this.
