As Axis what is a good number to set this as?Also how best to get corps back to full strength?I attacked and attacked in N Africa and Sea Lion and lost 4 armour,1 mech and 3 infantry.Total disaster.

There is no correct number. It is situational. How much you need to buy new units versus how much do you need to repair/upgrade the ones you've got? I have discussed it a little bit in my Last Kingdom AAR and others have in the forum particularly in relation to early turns.

From your post, it looks as if you are stuffed whatever you do.
