1.04b10 Changing Quality in Model Mangament Faulty

When changing Quality permisions for ohq's in mangament model view, only the ohq's change. not the subunits.
If you change the quality permisions on the normal ohq nuit with the 500 infatery, the standard subunits also change their quality permisions.
