Making Peace is too difficult

Is it normal to have a difficulty of 966 when trying to make peace to a minor ?

It look like it is doing: 1000 - 34 = 966
I think it should be: 100 - 34 = 66

Depends on their society. Perhaps they are a type that REALLY hates others. But ya I have seen several 900 + requirements.

Your target is "XXX Territory". This mean they aren't normal minor city-state, they're either arachnids, slavers, mutants or rogue AIs.

There is no diplomacy possible in that case. From game manual (p. 234):

5.6.13.3. DIPLOMATIC AVERSION
Some Minor Cultures will never participate in Diplomacy. Either because they don’t want to or because they cannot. Cultures who don’t do diplomacy include AIs and Arachnids, but also Slavers and Nomads.

I really recommend you to use a manual before asking. Game is too complex without it.

Well, manual have ~300 pages about purely gameplay... It's really complex game

Some Majors just do not want to improve relations with you. Nothing to be done about it.
