1.04b10 Formation Operationalization not advancing

After discovering a new formation and researching it to 100%, it just stays in the Staff Council Operationalize OOB research queue at 100% and never advances to being able to actually use. It doesn't pop up on a video message, even after several turns at 100%. I am using slow tech research. Any ideas? Something I'm doing wrong?

My experience is it can take a few turns at 100 percent to turn over. This has been reported before.
