Oil Production for Axis

In an AI game, I had been sending extra oil production to Italy and Axis minors while keeping Germany at 90+%. Then just before starting Barbarossa, I tried setting up a return of 20 oil per turn from Italy and found that Italy can only ship to its own minors. Is this WAD? I keep hearing in the forum that players send oil to Axis allies to keep from losing it, but except for Italy, the other minors don't really use much, and you can't get it back, right?

Yes, you can't get it back. So, do not send too much.
