In one of my PBEM, partisans have liberated Kiev city.

This is a little borderline for me. It should not be allowed imo.

I disagree, if the Axis leaves a city like Kiev ungarrisoned...

How did the Russians sneak an entire infantry Army hundreds of kilometers behind the enemy frontline without being spotted by planes and then decimated as they moved along the roads by air attack? Is it a partisan army and poorly equipped? Not particularly realistic imho.

Somethings take too much code to correct. There is no code I can reasonable take to remedy this.

If Kiev was surrounded but had 15 hexes on a side with troops would it be reasonable or not reasonable to build units?
What about 10, 5?

Already there are only a few supply sources in the game which reduced this problem.
