Why are Allied HQ units delayed in the 1939 Race to Victory?

Why are Allied HQ units delayed to 1943 in the 1939 Race to Victory? When they are not in the standard 1939 campaign.

I am unable to find a reference that details the differences between the 1939 Standard Campaign and the 1939-1945 Race to victory Campaign. Other then the oblivious shorted Victory determination date.

There appears to be several changes to the number of available units and their dates of availability. Is there a some type of comparison chart or table that details the differences between the two campaigns?

Hi

The only difference between the campaigns are the end date and Victory Conditions. Or should be, as I've just looked and you are right that there are some oddities in when HQs (and not just Allied) can be bought.

It looks as though the default starting date for when Heavy Tanks can be bought was somehow set for HQs too, which is a bit of a puzzle but we'll get it corrected.

Great, thanks for your attention to this issue. A shorter time to achieve victory while being handicaped with limited HQs seems to be an extreme disadvantage.
