Romanian Navy - Not upgrading?

I can't seem to get the Romanian navy to upgrade. I have it set for priority, but, no joy.

Along the same lines, even though I have the Finish corps set for priority upgrade, the divisions are being upgraded first.

Ideas?

How much points are you investing in replacements?

I don't spend them. Right now they have 120. How many should it take? Have you seen the Romanian naval unit upgrade.

If I understand correctly, replacements and upgrade needs to be big enough to be done. Could you please post a screenshot of your production screen?

That sshould be more than enough to reapir at least 1 point of strength in the Romanian fleet. This behaviour also happens with the Canadian escort group.

Could it be that to update you need a minimum port 5?

That's it. Their port is a 4. I moved it to a 5, and it started to upgrade.
