[1.04b11b] ATG design seems to require wrong BP

I'd designed a first ATG and to my shock it was finished in a single turn.

Even with all shown bonuses (97*1.45*1.07) I should get 105 BP, while first design of ATG shown to have 120 BP cost.

Other types of model I'd made seems to require correct amount of BP (my predictions of how many turns I will need were correct ).
