AI Planning Script?

While looking through the Localization text files within the games database I have noticed a new potential future AI script Planning? Is this indeed for future game improvements, or is it an unused feature that has been abandoned?

Looks like I must have had something in mind but in the end never ended up using this. Honest answer here is that it has been so long I don't even remember what the idea even was at this point.
