Unduly large French NM drop

So it's May 1940 and GE takes Paris. Nothing else catastrophic happens during the turn; a few French and UK units are destroyed, none of which were in low supply. Lyon and Marseille are still in French hands, and the GE have not penetrated south of Paris. There were ~4 UK units within three hexes of Paris, and ~6 UK units within 5 hexes of Paris. So, as I understand the scripts, French NM should have dropped by 5000 points due to the fall of Paris, and the French should have gained 250 points back due to the presence of at least 5 UK units within 5 hexes of Paris. However, the French lost more than 10,000 NM points, dropping from around 12,650 to around 2,000. WAD?
