Strategic Map -> Message Button

In a multi-player PBEM game, how does this work? The manual says little about it that I've found.

If you enter and send a message, who gets it and how do they get it? Are they notified a message is waiting for them in some way?

edit - okay, the first part of my question "who gets it?" is clear - it's the player who's regime is selected.
