HQ General level up error

When a general at an HQ levels up, it says in the reports that they increase their experience to a number, but it's actually the previous number.

Are you saying it says it increases mobility but really combat gets beefed for example?

No, I mean that for example if a number increases from 5 to 6, the report says it increases to 5.
