[1.05] Emigration bug

My population is emigrating in droves from my capital to a recently conquered zone, despite the destination zone having:

Lower population happiness
Lower QoL
Lower civilization score
Lower private sector salaries
Lower public sector salaries
Higher fear
No difference in unrest or danger (both zero for both zones)

In addition, my capital now has plenty of vacant private sector jobs that people are leaving.
The only possible explanation is that the destination has plenty of vacant public sector jobs. But most of the immigrants just stay unemployed instead of taking a public sector job.

Yeah i've seen this as well and I am pretty sure it's the pop heading for those well paying public sector jobs. Unfortunately they dont actually take them on arrival so the next turn it pulls more and what happens is your good cities get hollowed out of population.

Not sure if you are being ironic, but they are leaving a 8 mcr private sector job, to move to a 3 mcr public sector job (which they don't even take due to low worker happyness).

As well, I have noticed significant and unexplained fluctuations with population and workers since version 1.05b1.

Happiness and QOL seem to have no impact.

The is issue is so pronounced, I have finally noticed that priority for workers to crew critical assets (like logistics) has no rhyme or reason.

Separately, in one zone, the governor's orders were wiped clean without notice. I realized worker pay was zero and noticed the error when talking to the governor.

My first city and capital has not functioned in more than two dozen turns.

I assume that rapid conquests of three cities (owned by a major) completely upended my national civilization score. There is no way to make a correction as nothing will build.
